Practice 01

Municipal ERP consulting and implementation

Selection, implementation, remediation, and recovery across finance, assets, utility billing, and permitting.

A new system changes how finance, payroll, purchasing, and utility teams work. We help your agency define requirements, coordinate implementation decisions, check migrated records, and test critical workflows before cutover. If a project is already in trouble, we review open issues and readiness with staff before recommending the next step. If the system is already live but not working the way it should, we help fix configuration, workflow, report, and data problems so staff can stop relying on workarounds.

Systems and workflows

Scope each domain against the agency’s products, agreements, and staff responsibilities. Shared branding does not mean a connection is included or ready.

Finance and ERP

Define requirements, chart-of-accounts and approval workflows, migration checks, and payroll and purchasing tests. Agency owners review the evidence before acceptance.

Scope an ERP consultant’s work →

Enterprise Asset Management (EAM)

Define asset identifiers, location and GIS references, asset hierarchies, condition and criticality fields, preventive maintenance schedules, and work-order responsibilities. Test how crews record labor, materials, inspections, and completed work, then reconcile agreed costs and status changes with connected systems. Where Tyler EAM is in scope, confirm the modules, access, and interfaces included in the agency’s agreement.

EAM and ERP acceptance checks →

Utility Billing (UB)

Follow the meter-to-cash process: customer and service records, meter readings, adopted rates, bills, payments, adjustments, and general ledger posting. Reconcile account balances and test a meter exchange, final bill, rejected import, and payment reversal before cutover. For Tyler utility billing projects, identify the exact product and version before defining the scope.

Utility billing migration controls →

Enterprise Permitting & Licensing (EPL)

Document requirements, fee rules, case records and attachments, review and inspection workflows, and the public portal. Test the handoff to finance against the contracted interfaces and agency-approved expectations.

EPL implementation readiness →

Outcomes

What success looks like.

  • Requirements and acceptance criteria agreed with affected departments
  • Migrated balances and critical reports reconciled with agency staff
  • Payroll, purchasing, and billing workflows tested before cutover
  • A go-live decision supported by test results, open issues, and named owners

Deliverables

What you receive.

  • Requirements register and vendor evaluation criteria
  • Implementation responsibility matrix and decision log
  • Data mapping and reconciliation plan
  • Workflow test scripts, issue log, and acceptance checklist
  • Cutover, training, and post-go-live support plan

Service scope

Work we can scope

Agree on the work, responsibilities, and deliverables your agency needs before the engagement begins.

Before selection

Document department requirements, script vendor demonstrations, and agree on evaluation and acceptance criteria.

During implementation

Track decisions and dependencies, coordinate data checks, and help staff test critical workflows and prepare for cutover.

When a project stalls

Review unresolved defects, data issues, and staff readiness; identify owners and prepare a recovery recommendation for agency approval.

After go-live

Remediate a live system: work through configuration gaps, broken workflows, unreliable reports, and data errors, and retire the spreadsheets and workarounds staff built to get by.

Engagement model

How we work together.

Start with a defined assessment, selection, implementation, remediation, or recovery scope. Agree on what Altioras Civic, agency staff, and the software vendor each own, with milestones and pricing recorded before delivery.

Ideal for

Who we serve.

  • Cities replacing legacy financial systems
  • Utilities modernizing billing and CIS
  • Counties consolidating disparate departmental tools
  • Agencies with stalled implementations or unresolved go-live issues
  • Agencies living with a system that went live but still needs fixing

Questions to resolve before the work begins

Scope, staffing, and cost.

Plain-language answers on scope, timeline, staffing, and cost — the same ones we give in the first procurement conversation.

How long does a municipal ERP implementation take?
Timing depends on the number of modules, the condition of existing data, procurement, and staff availability. We plan separate tests and cutovers for critical work such as payroll and utility billing.
How do you work alongside our software vendor?
We define responsibilities with your agency and the vendor before work begins. Our scope can cover agency requirements, decision tracking, data checks, acceptance testing, and staff readiness; the vendor remains responsible for its contracted product and implementation services.
What should we clarify before engaging an independent Tyler ERP consultant?
For a Tyler ERP project, identify the product and version, the vendor's contracted scope, and the work your agency needs help completing. Confirm access permissions and responsibilities before assigning tasks. Altioras Civic is independent and does not claim Tyler authorization or endorsement; any proposed work should be matched to the team's relevant experience and your agreements.
What happens if our legacy data is a mess?
We identify missing and inconsistent records before migration. Finance and other affected staff should reconcile balances and compare reports from the old and new systems before cutover.
Can you help write the RFP before implementation begins?
Yes. Requirements and evaluation criteria can be scoped separately from implementation oversight. Your procurement team should decide how to structure each engagement.
How do you keep staff engaged through go-live?
We identify which jobs change, prepare role-based training, and arrange extra support around go-live with the vendor and agency team. After launch, we review where staff still need workarounds or additional instruction.
